As the Healthcare Industry Sector Coordinator for Sierra Jobs First, Dr. Jennifer Burrows plays a vital role in advancing regional workforce development initiatives that address healthcare labor shortages across rural and underserved communities. She leads strategic collaborations between community colleges, high schools, employers, and healthcare organizations to develop sustainable education and training pipelines.

Her work focuses on aligning industry needs with educational programs, expanding access to career pathways such as dual enrollment, and supporting equitable workforce solutions for diverse populations—including tribal communities, low-income households, and disconnected youth. Dr. Burrows serves as a liaison between regional stakeholders and state-level partners, ensuring that local healthcare systems have the skilled workforce necessary to meet growing demands while promoting economic resilience and community health.

About Dr. Craig Burrows

Dr. Burrows is a board-certified physician in Internal Medicine, Pulmonary Medicine, and Critical Care Medicine with more than 25 years of experience spanning clinical practice, hospital administration, and healthcare systems leadership. A graduate of the State University of New York at Syracuse Medical School, he completed his Internal Medicine residency at Deaconess Hospital in Boston, followed by a fellowship in Pulmonary and Critical Care Medicine at the University of California, San Diego Medical Center.


After 16 years in private practice in North County San Diego, Dr. Burrows transitioned into healthcare leadership, serving as Chief Medical Officer at Mammoth Hospital from 2015 to 2024. In this role, he provided strategic oversight for clinical operations, physician engagement, quality improvement, and regional population health initiatives. He led multidisciplinary teams through major organizational transitions, including electronic health record implementation, value-based care alignment, and the region’s coordinated response to the COVID-19 pandemic.


Dr. Burrows brings deep expertise in organizational transformation, clinical governance, and system-level performance improvement. His consulting focus centers on helping hospitals, health systems, and community-based organizations optimize care delivery, strengthen provider alignment, and design sustainable models for rural and regional healthcare.


He remains passionate about leveraging data-driven strategies, cross-sector collaboration, and physician leadership to advance the delivery of equitable, efficient, and patient-centered healthcare.
